PURCHASING

Now through June 14

Orders:

Purchase as needed. Stockpiling supplies (including office supplies, t-shirts, chairs, standing desks, etc.) to spend your entire budget is prohibited.

Deliveries:

Communicate definitive delivery dates with suppliers. Purchases must be received on campus by Sunday, June 30 to be expensed in the FY24 budget. Please complete the receiving process in One$ource as soon as items arrive on campus. Be sure to update receiving note stating the date you received the item. Purchases received on campus July 1, or later will be expensed in the FY25 budget. This is required by accounting principles, and we cannot make exceptions to this policy.

Open purchase orders:

Budget managers should check the status of open purchase orders. Select the “Encumbrance” column on the Self Service Budget Query.

Contact Purchasing to close any open POs that should not be rolled to FY25.

Examples of POs that should be closed:

  • Blanket PO where the final delivery for the year has been made.
  • PO where goods have not and will never be delivered.
  • PO where the invoice price was lower than the amount entered on the PO.

Thursday, June 13 –

Last day that requisitions for items to be expensed to the FY24 budget are entered – see delivery information above.

Friday, June 14 –

Budget managers should approve or deny all requisitions in their queue by 5 p.m.

Monday, June 17 – Friday, June 21 –

Please contact Purchasing for assistance with urgent requisitions for items that will positively be received by Sunday, June 30, and are to be expensed to the FY24 budget.

Requisitions for items to be expensed to the FY25 budget and FY25 blanket orders can be entered at this time, however, items must not be delivered to campus prior to July 1. This must be communicated to suppliers in the delivery notes section of the requisition. Also, please note in the justification section that the requisition is for FY25. The effective date for FY25 blanket orders must be 7/1 or later.

Monday, July 1 –

Requisitions for FY24 goods and services cannot be entered during FY25. Please contact Purchasing for assistance.

Continue to enter FY25 requisitions and blanket orders.

PURCHASING CARD (P-CARD AND DB-CARD)

Cardholders

Allocate all June Purchasing Card transactions by the end of day Wednesday, July 3. Please allocate posted July transactions at this time as well.

  • If June purchases are for FY25 (example: conference registration for a conference that takes place between July 1, 2024 – June 30, 2025), please begin the description with “FY25” and email accounting@messiah.eduwith the date, amount, and coding for the transaction.  Accounting will make an entry so FY25 funds are used.
  • If July purchases are for items received before Sunday, June 30, please begin the description with “FY24.”

Approvers

Approve all Purchasing Card transactions by the end of day Tuesday, July 9. Please approve allocated July transactions at this time as well.

Invoice processing

If you receive an invoice, please email it to accountspayable@messiah.edu.

Submit all employee and student reimbursements, and expense reimbursements for speakers or contracted services from FY24.

Accounting principles require that all goods and services must be expensed in the year that they are delivered or performed, NOT when the invoice is received. If you have purchased goods or services that were delivered or performed by Sunday, June 30, but do not have an invoice, please contact Accounts Payable for guidance. 

Friday, July 12 –

Final day to submit FY24 invoices to Accounts Payable for processing and payment.

Final day to submit employee and student reimbursements, and expense reimbursements for speakers or contracted services from FY24.

If you receive an invoice for FY24 goods or services after this date, please email it to accountspayable@messiah.edu immediately, noting that it is for FY24.

EM staffing updates

Elizabeth Murphy was recently hired as the admissions hospitality assistant to replace Amanda Sheffler when she transferred to HNES. Elizabeth is an alum of Houghton and Millersville and most recently served as a teacher at the Christian School of York. You can find her in the admissions lobby from 1 – 5 p.m. daily and contact her via @emurphy (we are discontinuing use of @hospitalityassistant). She will support the admissions team with visits and events and be the primary contact for approval to reserve rooms in the Phipps Welcome Center.

Christen (CC) Marshall will join us mid-June as the new admissions transfer assistant. CC graduated from Messiah as a psychology major and has served Capital Area Head Start and Susquehanna Pregnancy Services. CC will also be working part-time (9 a.m. – 2 p.m., M-F) connecting with our prospective transfer students as well as assisting Grad Enrollment with some administrative projects.

Sheryl Sanders has accepted a full-time role in Financial Aid as the loan processing coordinator, replacing Rene’ Murray who is moving to a new position outside of Messiah. Sheryl has been assisting part-time in FA for several years and is excited to take on a new challenge processing loans and counseling students and families about the loan process, as well as supervising the FA student workers.

Tech Support – Did you know?

  • Software costs are a significant expense to the University, and there are many options for similar software that Messiah already subscribes to or is free to use. Before looking at “new” software, please check the University Software List for a comparable item. The list is located at https://blogs.messiah.edu/ETS/kb/software-software-list/
    • If an old Microsoft file is saved in a .doc, .xls, or .ppt format, there may be compatibility issues and limitations to new features. To update the file, go to “File” and then “Save As” and save it as the more recent file type version like .docx, .xlsx, and .pptx.
  • Special characters * : < > ? / \ | should not be used when naming files. While a Mac computer allows some of these characters, Microsoft does not, which creates issues when the files are being synchronized to OneDrive. Please avoid using the above special characters in filenames.
